BIOGRAPHY
Captain *********************** graduated from the California Maritime Academy in August of 1954. After graduation he entered into the employment of Standard Oil Co. of California, later to become Chevron. In 1995 he was called to active duty by the U. S. Navy. During his two years of active service as an officer in the U.S. Navy Reserve he served as Head of the Department of Navigation on board the USS Colonial (LSD 18) an amphibious support vessel operating in the Eastern and Western Pacific. Upon release from active duty he returned to his civilian career as a licensed deck officer with Standard Oil Co., sailing in every licensed capacity including master. During 1967-68 he was trained and acted as mooring master at an offshore marine terminal facility in Santa Monica Bay, California. In 1969 he came ashore to become a harbor pilot in San Diego, California. In 1977 he left San Diego to become a harbor pilot in Long Beach, California. In 1986 he became vice president/operations manager for Jacobsen Pilot Service, Inc., the pilot contractor to the Port of Long Beach. In January 1995 he became president of this company and remained in that position until his retirement, March 31, 1996. During the period 1986-1996 his responsibilities included; apprentice pilot training, ongoing training for serving pilots, accident/incident analysis, assisting the Port of Long Beach engineering staff with technical design criteria for planned new marine terminals, and the general operations and procedures of the pilot service. This experience included significant involvement with installation, operation, and maintenance of "state of the art" port and traffic control radar systems. Prior to his retirement Captain ********** was a member of the Board of Directors of the Marine Exchange of Los Angeles and Long Beach Harbors. The Marine Exchange in association with the U.S. Coast Guard and the State of California has put into operation the nations first industry funded, civilian and Coast Guard operated, Vessel Traffic System in the United States.
In August 1991, Captain ********** was appointed by the Administrator of the Office of Oil Spill Prevention and Response (OSPR) of the Department of Fish and Game to be the pilot representative on the then forming Harbor Safety Committee for the Los Angeles and Long Beach Harbor complex. This committee prepared the first Harbor Safety Plan to be certified by the State of California. From January 1, 1993 until his retirement he served as chairman of this committee.
Captain ********** currently holds a U.S. Coast Guard license as Master, unlimited, with First Class Pilot endorsements for San Francisco Bay, San Diego Bay, and San Pedro Bay including Anaheim Bay, with unlimited radar endorsement.

EXPERIENCE SUMMARY
1954-1955
Sailed Able Seaman, Standard Oil Co. of California, coastwise
tankers.
1955-1957
Active duty in the U.S. Navy, Assigned to USS Colonial (LSD 18)
an amphibious support vessel which operated in the Eastern and
Western Pacific. Duties included Navigator and Head of the
Department of navigation.
1957-1960
Sailed third mate on various Coastwise tank vessels operated by
Standard Oil Co. of California, in the black and refined product
trade.
1960-1964
Sailed second mate on various coastwise and foreign trade tank
vessels operated by Standard Oil Co. of California, in the black
and refined product trade.
1964-1969
Sailed as chief mate on various coastwise, intercoastal and
foreign trade tank vessels operated by Standard Oil Co. of
California, in the refined product and petro-chemical specialty
trade.
1967-1968
Concurrently he was trained and served as a Mooring Master at the
offshore Marine Oil Terminal at El Segundo, Ca. Handled vessels
in and out of the terminal up to 100,000 DWT.
1969
Served as Master of a coastwise trade tank vessel of 19,000 DWT,
operated by Standard Oil Co. of California.
1969-1977
Served as Pilot in San Diego, California. Handled tankers as well
as container/LASH vessels of up to 894 ft LOA x 106 ft Beam
(90,000 DWT)
1977-1986
Served as Pilot in Long Beach California for the pilotage
contractor to the Port of Long Beach, Jacobsen Pilot Service,
Inc. Handled container vessels of all sizes, and tankers of up to
1100 ft LOA, 176 ft Beam, 58 ft Draft. (265,000 DWT). During this
service handled vessels of all types in the Port of Los Angeles
as well as the Port of Long Beach and the waters in the
approaches to both ports.
1986-1996
Served as Vice President/Operations Manager, and then as
President from (Jan 1, 1995 until retirement) of Jacobsen Pilot
Service, Inc.
Duties included the following:
1. Primarily responsible for the general operations and procedures of the pilotage service.
2. Responsibility for the companys pilot training program, both on the job training as well as established the JPSs first simulator based training program. Supervised and evaluated trainee pilot progress.
3. Responsibility for ongoing training program for serving pilots.
4. Responsible for internal accident/incident analysis, as well as interface with U.S. Coast Guard personnel during their investigations of accidents which were under their purview.
6. Assisted the Companys legal counsel in developing defenses against U.S. Coast Guard license suspension/revocation action against pilots as well as liability claims against individual pilots and the Company.
7. Assisting the engineering department of the Port of Long Beach in developing design criteria for new terminal construction and dredging projects within the port.
8. Significant involvement with the installation, operation, and maintenance of "state of the art" port and traffic control radar systems. Including providing advice to pilots on vessels when operating under conditions of reduced visibility.
CONCURRENT INDUSTRY INVOLVEMENT
1988-1996
Member of the Board of Governors of the Propellor Club of the
United States, Port of Los Angeles/Long Beach.
1995-1996
Member of the Board of Directors of the Marine Exchange of Los
Angeles Long Beach. During this period the Marine exchange
entered into a partnership with the State of California and the
U. S. Coast Guard to implement the first industry funded and
joint civilian Coast Guard operated Vessel Traffic system in the
United States. Captain ********** was closely involved with the
installation of the "state of the art" radar equipment
installed at the Marine Exchange site.
1991-1996
Worked closely with the State of California Office of Oil Spill
Prevention and Response (OSPR) as a member and, subsequent to
1992, as chairman, of the Harbor Safety Committee for the Harbors
of Los Angeles and Long Beach and surrounding waters. Under
Captain **********s leadership this committee implemented
and twice updated, the first Harbor Safety Plan certified by the
State of California.
